From promise to practice

Richard Spear, director of NIACE Dysgu Cymru, gives his views on the Webb Review. Naturally he examines the report from an adult learner perspective. He appears to give it his approval, but not without some questions particularly on the maths.
He questions the amount of money available to the FE sector – the Webb Review estimates that £125 billion is spent on training in the UK by employers whilst the CBI estimate the figure is £33.3 billion. Similarly, Richard Spear also questions how the £134 million identified as “General FE Post-16″ is derived?
Elsewhere, he is positive about the report, highlighting the section on Adult and Community Learning (ACL), even if it fails to acknowledge the role played by libraries and museums.
