Elwa debt led to Chamber demise

College principals struggling to make ends meet will no doubt be dismayed to hear about the liquidation of the Cardiff Chamber of Commerce following Elwa’s “overpayments of training services and irregular claims for payment made by former officers of the chamber”.
The problems stem back to 2004-5 when Elwa paid the Chamber’s training division’s contract for the work-based learning programmes for 16-19-year-old learners. Under European Union regulations a deferment or write-off of liabilities was not an option, thus leading to the chamber’s liquidation.
