Devolution since education has brought enouraging change

Sir Adrian outlines the need for his review of further education and training in Wales. Whilst he argues that significant advances have been made since devolution, there are critical deficiencies which need addressing: our failure to improve the basic skills of the population; and providing a full range of vocational and academic options to all 14 to 19-year-olds.
He also raises concerns young people not in employment, education or training (Neets) and being responsive to the needs of employers.
